Hi,
in this sentence they wanted you to choose "don't have to" and mustn't"

Andy works in the morning. He.........................tell anybody".

Does it make sense? I don't understand the meaning using "don't have to" or mustn't"

If he works in the morning. What's the problem?

I don't see the problem either, but grammatically mustn't is the only one that could fit.

The actual sentence makes no sense regardless of which you choose, but "don't have to" would not fit as it would be "doesn't have to" in order to be 3rd person singular.

I cannot imagine why he mustn't tell anyone that he works in the morning!
