The question should read, "Which punctuation mark is appropriate ..."

If it seems likely that she will keep on crying, then we are hardly likely to say, "Surely she is going to stop crying", whatever the punctuation.

Actually, I don't mind being contradicted - I have been known to make a mistake occasionally;-).

It was the form of the contradiction that might appear aggressive. It is often more tactful to phrase such things in the form of a question, "Do you mean 'quotation marks'?"

Not only is this more tactful if the person addressed has made a mistake, , but it saves yourself from embarrassment if the person addressed has not made a mistake.
