Sector, Division, Department or Section?

Good morning,
Would you please be so kind as to tell me what would be the right term for denoting an organizational unit of a public administration?
I guess it would be a “department” rather than “sector”? If so, what would be the department`s subunit? Section or division (or division seems to be bigger than department )? :-?
Generally speaking, would it be a big mistake to define it as a Sector (as the main unit) – Department (as the sub-unit) relation?

I'd say department and section. For example "The Parks Department, Sports Grounds Section".
