Present continuous for future events that do not depend on the speaker's will

Hello,

can PC be used for such things as specified in the title of this thread?
For example The final match is beginning at 8 o'clock.
It is said that this tense is used for future events that are arranged in advance and that present simple is used for things that are independent from the speaker's will - timetables, schedules, programmes etc.

The short answer to your question is 'Yes'.

Which form we use depends on what is going through our subconscious minds at the moment of speaking. Despite what some books suggest, there is not usually just one particular way of expressing the future for each specific situation.
