My boss was supposed to give me travelling allowance but now he is saying he won't give it to me for some reason. So in this context should I say, He is cheating me or he is cheating on me? Please advise

In my favourite dictionary the OALD, it is said that you can simpy use it as a transitive verb, which means TRICK SOMEONE:

eg She is accused of attempting to cheat the taxman.

When you say CHEAT ON, it can mean to have a secret sexual relationship with somebody else:

eg He's cheating on his wife.

Even the OED has included this sex meaning for CHEAT ON, but very often we should not rely on only one or two dictionaries.

In the Macmillan Dictionary, CHEAT ON is said to mean to cheat by not obeying the rules on something, which is mainly used in American English:
eg They say she cheated on her taxes
