The ocean called " They are running out of shrimps"!

Please advise what does the above expression actually mean?

I take it that this is from some sort of story or fable. Without more context, we can have no idea who 'they are'.

"Hey George, ocean called, they are running out of shrimps."
This seems to be the actual line, it seems to be a quote from a TV show called Seinfeld. I've no idea what it's supposed to mean, I've never seen the show.

Perhaps "Ocean" is the brand-name of a frozen food, or fast-food, company?

No, it's the ocean, the big body of water covering most of the earth.

There is a form of comedic put down being used here where you say something like "Hey, your village just called. They're looking for their idiot."

In this episode, George is feasting greedily on some shrimp at a company meeting and a co-worker remarks on his consumption. "The ocean called, they are running out of shrimp."

This is meant to make fun of George by implying that he is eating so much shrimp that the ocean is being depleted.

Note that "shrimp" is used. Shrimp is normally not countable. "We had shrimp for dinner."
