About the sentence "It's the first time that she has been to that city.", if a tag question is to be made, should I say:"isn't it?" or "hasn't she"? I'm not quite clear about it, could you help me?

For your example, "… isn't it?" is correct.
"It's the first time that she has been to that city, isn't it?"

"She has finished her work for the day, hasn't she?"
