a number of + plural noun + plural verb
the number of + plural noun + singular verb
Ex: A number of stundents are going to the class picnic The number of days in the week is seven
What if we consider 'a number of' as a group instead of as a collection of individuals, as we do with 'team, government or family'. In context I think both 'have' and 'has' would be ok.
