[Idiom] "It's by that druggie park over off of L street."

so i was watching this american soap opera
and theres a scene where a woman is explaining this particular place
she tells people this hotel's location and goes,
"It's by that druggie park over off of L street."
and I have no idea what shes meant.

i think it is type of idiom, but is it?
i looked for dictionary and there is a meaning for 'off of [from]~',
and when it is "He took the book off of the table.", i get it.
But i think i might have a problem understanding the word 'over' in the sentence,
and maybe that's why i couldn't understand this sentence...

No, it's not an idiom.

I would expect "over" to be used like "It's over by that druggie park."

And "the druggie park is off of L Street."

But the way the two ideas were combined is not very good.

You could simply omit the "over."
