[Grammar] IN the cemetery vs AT the cemetery

'She was buried AT the local cemetery.'
'Strange events occur IN the cemetery at midnight.'
Why two different prepositions are used in these sentencies?
 
I'd use in in both cases, though at is acceptable in #2.
