in reference to, with regard to

During a phone call, the sentences given below, do they mean the same ? (formal conversation)
"I am calling with regard to my offer (proposal), submitted aerlier."
"I am calling in reference to my offer (proposal), submitted aerlier."
 
They are the same. Also, in AE, we often say "in regards to." I'm not sure how correct it is to a language purist, but you'll hear it fairly often nevertheless.
