IPA and phonics

Is Phonics or IPA more effective in sounding words?
I find IPA is more effective because Phonics does not show the stress of the tone which I know it's crucial in sounding a word properly.

This could be a case of horses for courses- phonics serves a purpose for learning to read, so if it does that well, it succeeds.
 
Phonics is most useful in English speakers learning to spell, rather than literate foreigners learning to speak, as the latter are best served by the one-to-one relation between sounds and symbols in the IPA.
