I will spend three thousand five hundred US dollars on the jacket.

Can I rewrite the sentence like this?

I will spend 3.5 thousand on the jacket.

Is 3.5 thousand correct?

Besides being unnatural, they don't mention the currency.
 
And if the OP had written, "I am going to spend 3.5 thousand on a jacket. Is that expensive?", we would not know. He cannot rewrite his original sentence like that.
 
Since this is a written, not spoken, sentence, I think that it's better to write the currency symbol whether it's clear from context or not. The first sentence in the original post is correct—there's no obvious need to rewrite anything.

How you could pronounce the sentence in speech is a different question.
