Yes, it is, but the answer is C.
When it's difficult to choose, try to make the sentence shorter:
"Probably no men had more effects than Henry Ford did"; "... no more than ..."
You'll agree that "no more as ..." is wrong.
 
I think the answer is C
Because more-than, no "more-as"

 
"No man had more effect" seems better to me.
