Chasing the promise of wind power?

Recently I read an article called The Advantages and Challenges of Wind Energy, and the subtitle is Chasing the promise of wind power.

How would you interpret the words chasing and promise here? Can I understand promise as having a similar meaning to potential, and chasing the promise of wind power as trying hard to get the potential of wind power? Is the word chase a play on words?

chasing (in the above context) = in search of = the quest for

So, can I say that chasing the promise of wind power = in search of the potential of wind power?

We say dogs chase cats, the police chase thieves. Are there people 'chasing' the wind?

Can we describe those who crazily love hurricanes, searching for them everywhere day and night, as men who 'chase' the wind?
