As I remembered the headline of the NYTimes news article, I found that I read it in my mind as “even as the White House has signaled confidence on resuming normal activities”, rather than “even as the White House has signaled confidence about resuming normal activities”.
What is the difference between the two? Are they exchangeable here?

You can have confidence in somebody. You can also have confidence about doing something.
