Can I use that phrase as a reply to a business letter to mean that I understand what you are saying regarding your position on the commission?

Your (thoughts/ opinion/ position/ input) on the commission (have/ has) been duly noted.

So the phrase I came up with would be completely unusable and not make sense at all?

(I have been writing an email reply and trying to make it shorter and sweeter.)
 
Duly noted about the commission.

Keeping it short and simple (KISS) is a good principle to adhere to when you are writing a rapid, informal email or memo. However, "duly noted on commission" is a bit too short and simple and could cause confusion.
