I am listening to the BBC. At the URL "https://www.bbc.co.uk/programmes/p0c5b68v", they have mentioned the war between Ukraine and Russia. The title is "Fresh fighting scuppers rescue of civilians trapped in besieged Mariupol steelworks". I haven't understand the meaning of "scupper" in this context.
