Would you tell me whether I am right with my interpretation of the expression in bold in the following sentence?

She was surprised out of all measure, discountenanced, taken all aback, and when she found her breath, gave voice to a great “Oh” of dismay and distress. (Fr. Norris, “The Octupus”)

give voice to something = express, give publicity of something

Thank you again for your aspiration after marking my ever so many errors in my written works.

I beg your pardon for my wild statement. In my humble opinion the expression “give publicity to something” seems to me very ludicrous. I have seen it in the Dictionary but for al that I wrote “give publicity of something” because it seems to me more logical than the former one.

Would you be kind enough to explain to me why you use “to” and not “of”?

Surely you know that prepositions in English are generally difficult, illogical, have no rules and are often inexplicable.
