Please tell me if my answers are correct.
1. He has been to London twice since 2019.
It means that two visits to London are his life experiences happening during the period from 2019 up to the present.

2. He has been in London since 2019.
It means that the state of being in London started in 2019 and continues in the present.

Yes, but note my correction above. Your very wordy version that I have scored through was ungrammatical.

1. How did "life experiences" come into the picture?

2. Being in London is not a state. You can call it a period.
