Does "I was walking down the street with a friend of mine" mean the same thing as "I was walking on the street with a friend of mine", or does it actually means "down the street" (the opposite of "up the street")?

We don't say walking 'on the street' in BrE.

If the street is not on a hill then there is little difference in meaning between 'up', 'down' and 'along'.
