[Grammar] If it rained I won't go out tonight

Could you tell me understand which one of the following sentence is correct?

A: If it rained tonight, I won't go.
B: If it is raining tonight, I won't go.

B is correct. A is not.
 
I am rather confused about the tense usage here. To me, both A and B seems hypothetical.
If an event presumably happens from speaker's perspective, Does not that make it hypothetical. If it does make it hypothetical, then why don't we use 'past tense of the verb'?
 
At a push, you could say "If it rained tonight, I wouldn't go".
 
What if I say," If it was raining tonight, I won't come."

No. You can't mix the conditional "If" with the future in the second half.

If it rains/If it is raining tonight, I won't come.
If it rained/If it were raining, I wouldn't come.
