"Individuals are the only ones who can ensure they eat healthily as well as exercising regularly. Governments cannot force people to engage in those acts even though they are beneficial, as doing so goes against the principles of human rights, which governments are obliged to follow."

1) Is "as well as exercising correct, or should it be "as well as exercise"?
2) Is "engage in those acts" an accurate way of referencing?
3) Do I need to put a comma before "even though"?
4) Do I have to say "...as doing so would be against..." ?

The responsibility of eating healthily and exercising regularly (taking care of one's health) lies with individuals.

I don't like the part "engage in those acts", which implies something fishy.
