What does "intel paradox" mean here? It doesn't seem to mean a paradox about CPU maker Intel. Google search gives me no clue.

I wonder if there’s a similar intel paradox? May be a counterintuitive direct relationship between intel failures and more resourcing because intel successes are unobservable and lead to self-negating prophecies.

intel is a short way to say 'intelligence', in the sense of the information that intelligence agencies gather.

What does "intel paradox" mean here? It doesn't seem to mean a paradox about CPU maker Intel.
The lack of capitalization in "intel" tells you Lalwani isn't writing about the Intel Corporation. Some writers are careless about capitalization, but its correct use in the rest of the text tells you this writer probably isn't.
