It is just two people going out to dinner and- not having sex.

Is "going out" the verb here? If yes, why don't we use "are going"?
I mean, why don't we use present continues?

In this particular sentence, "out" is optional. We can say "go out for dinner" and "go for dinner" with much the same meaning. They both suggest not eating at home.

Please provide the source in post #1 from now on, and make sure that the words you're asking us about act as your title but also appear in the main body of the post.
