it was time somebody did something

Hello.

I'm familiar with this strucutre "it's (about/high) time somebody did something"

For example:

It's time we went home
It's time they stopped arguing
It's time the kids were in bed

However, I still have questions concerning two moments:

1) As far as I know there's at least a slight difference between "it's time I went home" and "it's time I was going home", but I do not exactly what the difference is.

2) What tense do I have to use with "it was time"? Should I stick with the past simple or use the past perfect instead?

It was time I went home

or

It was time I had gone home

It was time I went home. This is possible.

or

It was time I had gone home. This is wrong.
