Which one is natural?

"Don't give him more money than needed."
"Don't give him more money than is needed."

Or how would you say it?

The second one.
 
Of those two, the second one is my preference. You can also say:

Don't give him more money than necessary.
Don't give him more money than is necessary.
Don't give him more money than he needs. (Slightly different meaning from "is needed".)

I'd say they both sound natural.
 
I actually find the first one slightly more natural than the first.
 
No, I mean the first one in the original post. The one without "is."
 
So it seems like a question of whether "is" is ignorable.
