This article is a preprint and has not been peer-reviewed [what does this mean?]. It reports new medical research that has yet to be evaluated and so should not be used to guide clinical practice.

By questioning "what does this mean?", the writer appears to cast doubt on the usefulness of the process of peer review. What I am not very clear of is whether this sense of disproving peer review is strong, moderate or mild. Each one seems to be possible to me (and worse, it also seems to emphasize the necessity of peer review because in the following sentences the writer gives a caveat that the results should not be used in guiding clinic practice - eh, whithout peer review) and hence this thread.
