"In spite" is two words.
I wouldn't call either one a phrasal verb. "In spite of" is not a verb. "Laugh at" has a normal meaning, not an idiomatic one.

It is important to make it clear what your question is. Thread titles should include some/all of the words you are querying. A good title for this thread would have been "laugh at" or "in spite of".
