In the following sentence does "when" act like a conjunction?

"Reply me" is always incorrect. Use either "Please reply when ..." or "Please reply to me when ...".

@Tarheel You are very cruel. I'm non native English speaker. I want to learn English. Instead of clearing my doubts, you're scolding me. You said that you're only 50% sure. What kind of answer is it? Even I was 50% sure. That's why I posted it here. Please don't confuse me with such ambiguous answers. I want 100% surety.
