1. A thread is a topic for discussion. It may or may not be a question.

2. As there is a difference, the answer to your question is clearly no.

They do to me, but I use start a thread more often (and *start a threat even more often, but that's because I can't type).
 
Thread is a term from forums and bulletin boards- I wouldn't use it in other contexts.
