If I meant "per person" I would say that. Why muddy the water by throwing in "per family"? Does it mean one person in a family or each member of the family? Does it mean each family may submit one or that each member of that family may submit one?

It makes no sense at all. If the answer is D, the rule should be "One poem per member of family is allowed".

We are all confused. It doesn't make sense. It's a bad question. I suggest you forget about it and move on to a better question.
