shall we put 'year' before or after the title of the conference/game?

Hi there :)

Just wonder why in some cases the event organisers put the 'year' before the title of the event, e.g. 2012 Summer Olympics, 2013 IEEE Conference; while in some others, the year was put after the event's title, for example, Gartner Symposium/ITxpo 2013.

Are they interchangeable? Hoping you guys can give me some thoughts:)

Yes, no difference.
 
If you put the year after the event, James, you may need to use a preposition:

'I enjoyed the 2012 Olympic Games.'
'I preferred the Olympic Games of 2008.'

'He went to Manchester for the 2010 Commonwealth Games.'
'He intends to go to Glasgow for the Commonwealth Games in 2014.'
