A constuction worker Shanmugam who belongs to Chennai currently working in Singapore. He heard 2 years old crying Chinese baby's voice near his working place. The baby was clinging on the outside window in the second floor of the apartment building. He climbs immediately through the external drain pipes and rescued the child.

The parents of the child expressed their sincere thanks to Shanmugam. News media in Singapore also admired his courageous act. This confirms that Tamils would always show their mercy and human beings wherever they live. Our hats off to him.

Yes, it is redundant. "Hats off to him" is a standard phrase. Note my correction above - note the correct way to construct a question.

It would also be fine to say: "Our hats are off to him" or "My hat's off to him." But Emsr2D2's phrasing is customary.
