I assume that the present tense is used (rather than the past tense) since it describes the state of the card; it is not an action happening in the past.

Is that right?

It would bizarre for an advertiser to talk about a product in the past tense.

The present tense makes it vivid and current, as the tense in headlines. Is that right?

When we use be in the past tense, it often gives the impression that the thing no longer exists. If I say to you Mike was a good man, you'll probably assume Mike is dead. Similarly, if I talk about the graphics card in the past tense, one will probably think that it's no longer on the market.
