I came across this phrase recently in a local newspaper article, and have a difficult time to grasp the complete meaning of it. Wikipedia has an article on tone deafness but no explanation on such kind of usage.

My understanding is that it means the person/organization being described is treating the (major) differences of the issue at hand with an indifference attitude.

Your advice will be appreciated.

Thanks.

The main idea of tone deafness is that the noises a person is making may sound perfectly fine to them, but to the listeners it is horrific.

Apply this to politics and you have the worst in a politician: one who does not please the audience and is unaware of the need to change.

This is usually applied to those who pursue the same rhetoric or policies despite the public reacting unfavorably.
