Joe Biden tweeted:
I am urging all members to vote for both the rule for consideration of the Build Back Better Act and final passage of the Bipartisan Infrastructure bill tonight.
I am confident that during the week of November 15, the House will pass the Build Back Better Act.

For the phrase "the rule for consideration of the Build Back Better Act and final passage the Bipartisan Infrastructure bill", should there be "the" before "final passage"?

That is not a 'phrase'.
You have missed 'of' after 'passage'.

Biden is urging all members to vote for:
both
(1) the rule for consideration of the Build Back Better Act
and
(2) final passage of the Bipartisan Infrastructure bill.

A definite article is not essential before 'final passage'.
