The US government has intelligence leaning towards blaming Russia for the destruction of a massive dam in Ukraine, NBC News reported on Tuesday.

Does "intelligence leaning" mean "secret information which leans"

They have information which indicates that. (I don't know how secret it is.)

Here's a paraphrase:

The US government has intelligence which leans towards blaming Russia for the destruction of a massive dam in Ukraine

It means that the intelligence doesn't say conclusively that Russia is to blame, but it does suggest that to be the case.

@GoldfishLord Note that I didn't address the issue of what "intelligence leaning" means because it doesn't mean anything. As for the sentence as a whole, it's fairly clear what it means. (Based on the information that they have, they believe the believe the Russians destroyed the dam.)

You have not been using a good strategy.

It means "information". It's not necessarily secret, although in the context of this piece, it would probably be regarded as confidential or closely guarded.

It is information they have acquired by whatever means.

There are several ways of acquiring military intelligence. (The Americans probably have people working with them who speak Russian.)

The things you are most interested in learning are the things they don't want you to know.
