I want to say there was a lot of something [a feeling] in a person's voice.

Can I use "brim with"? What other choices do I have?

Does this work?

She called me later that night. Her voice was brimming with disappointment/frustration/anger/guilt/regret.

Is there another way I can express that?

Yes, you can use "brimming with".

"Her voice was full of disappointment."
"She sounded very/terribly disappointed."
"I could hear the disappointment breaking up her voice."
"The disappointment in her voice was obvious."

Yes, that's quite possible. All of them are. As for alternatives, I guess you could say full of. Example:

Her voice was full of anger.

You can also use heavy with.

Her voice was heavy with regret.

You could also say that her voice brimmed over with disappointment, etc.
