At the moment she says all she wants is electricity and peace. This winter she's unlikely to get either.

Does "This winter she's unlikely to get either" mean "She can't survive the winter"?
@Maybo What part of the original made you think it had anything to do with surviving winter?

I'm thinking something like "she's unlikely to get over this winter either".

I don't really understand. The original didn't say "get over this winter".
