Is "on Wednesday" a part of a to-infinitive phrase that begins with "to".

I think you're asking whether Wednesday is the day that the air raid happened or the day to evacuate. Is that right?

No, it goes with woke to the sound of air raid sirens.

It's extremely likely, however, that any evacuation would happen on the same day.

On Wednesday, they woke up to two things:
1. an air raid siren
2. a "wartime alert" to prepare to evacuate.
