This certificate is issued to the client to certify that the ⁿ inspected at the manufacturer's worka, tested by hydraulic pressure to the pressures stated below, found tight and sound and, so far as could be seen, free from defect
Do the bolded fragments mean "to the pressure values stated below" and "to the extent that the visual check made it possible/to the extent that things could be seen during the inspection", respectively?
