At the first glance of the headline "University rejects SU motion to ban ‘academic hate speech’“, it appears to have two different meanings. One is that it means " University rejects SU motion in order to ban ‘academic hate speech’." The other means "University rejects SU motion that will ban ‘academic hate speech’."
Then after reading the content, I find the latter is the case.
