The decision______ for almost a year because of the local residents' complaints that the newly-built factory would disturb the quietness of the place.
A. has been delayed B. was delayed

Most of my colleagues agreed with 'B'. So did I. But is 'A' acceptable? If we haven't yet made the decision?
And another question: Can the action of delaying last a certain period of time? This , I think, is a momentary action. Am I right?
