1. Upon inspection, the bottom edges of the planters were found to be slightly chipped off.
2. Upon inspection, it was noticed that the bottom edges of the planter had been slightly chipped.
3. Upon inspection, it was noticed that the bottom edges of the planters were slightly chipped off.

Would you please tell me which one is grammatically correct and are all the same meaning?

If they're "off" then they're not "slightly."

There are some small defects where the bottom edges of the planter have been chipped off.

All three are grammatically correct, but only 2 is natural because of the word "off". We say something is chipped, not chipped off.
