I hear " I did not whether ..." after ""the polling station". In addition, I don't know the point of such phrase in this context, especially when the quest is trying to interupt the reporter. Can you please help me with that?

I don't hear anything remotely like that after "polling station", so I'm completely baffled. Perhaps some of our BrE speakers can help. Ems is offline for a bit but @teechar, @Tdol, @5jj, @jutfrank, or @Rover_KE may be able.

By the way, I think in the momentary pause he's just hunting for a word.

It's fast mving speech where we may get the gist rather than every word. I heard where that too. I would not want to try to transcribe this part of the conversation.

In BrE, to wind someone up is to tease, mock, or provoke them. "Wind up" is not used in that sense in AmE.

He means that whoever it is he's referring to (what's-his-face) wasn't acting seriously. It was a joke. I don't know the details but the interviewee is dismissing the presenter's point by saying the reported incident was not genuine.
