What does "cluster together" mean in the sentence below?

I know what "cluster" means generally, but in the context of AI i don't.

AI here refers to the enemy NPCs (non-player characters)—in other words, those characters whom you can kill.

The NPCs in this game don't tend to move around in groups. Instead, rather fortunately for you, they move around separately, which means it's easy to stealthily pick them off.

to cluster = to move around in groups
