For example: I am not going to pay the rent until my landlord fixes the plumbing.
I am not going to pay the rent till my landlord fixes the plumbing.
Is the first sentence has the same meaning of the second one? Why/ Why not?

Yes, they mean the same thing. (I don't know if there even is an answer to Why.​)

I've been learning English for only three months, So I don't speak English fluently.

I mean if there is a difference between till and until, Why do they mean the same thing?

They mean the same in this context because they are synonyms. Some exceptions are listed in the similar thread I directed you to, so they are not always interchangeable.
