Common usage in the US is to "perform" an operation.

"The doctor will perform the operation next week."

***NOT A TEACHER***Yes, the "correct" verb here in the States is to "perform" a medical operation. In regular conversation, Americans may say "When is Dr. Smith doing the operation?" or "When is Dr. Smith operating?" But Americans NEVER say, "When is Dr.Smith making the operation?"

In the UK, a surgeon would "perform" an operation. As above, sometimes s/he could be said to "do" an operation, but never "make".

If you're talking about a military operation, it would generally be said that soldiers etc would "carry out" an operation.
