Could it be used In instead of at?

If you are talking about a party in the sense of a celebration or get-together, then it's "at the party". If you are taliking about a group of people, a coach party, for example, it's "in the party".

You could, but it would change the context.

The happiest girl at the party, is at, say, a birthday party.

The happiest girl in the party is in a party of sight-seers or tourists.


You can be at an event e.g. a birthday party or in a group e.g. a party of travellers.
